In his book, Patriots, AJ Languth mentions that Washington was defeated in his initial run for the Virginia House of Burgesses back in the 1760's was soundly defeated because his opponent brought more rum than Washington to the polls. The next time he ran George brought enough refreshment to outfit an army, and won his seat.

Apparently, back in those days, polling was synonymous with who brought the most incentive to the county seat. Apparently, the tradition of buying votes has a long history.
